NEW YORK STATE LIQUOR AUTHORITY GUIDELINES FOR ALCOHOLIC BEVERAGE CONTROL SPECIAL PERMITS.
Consumer’s Beverages is a “wholesale“ beer distributor and accordingly, by law, we can sell alcohol (without quantity restrictions) to any other licenses including bars, restaurants, caterers as well as charitable events, civic gatherings and religious events. A prerequisite however is you must have (or obtain) the required license or permit from the New York State Liquor Authority.
Should you be planning a charitable, religious, and/or civic or club gathering at which alcoholic beverages will be consumed a “Special Event Permits” must be obtained by the State of New York, regardless of the quantity of alcohol you plan on serving. It is advisable to apply for this permit well in advance of your gathering and SLA requires 15 days in advance. Consumer’s Beverages offers this information to our customers as a courtesy. All applications are obtained from and submitted to the New York State Liquor Authority directly.
The State Liquor Authority for the Western New York Region is located online at:

A sale within the above category would also be “tax exempt“ & accordingly we require the sales tax exempt documentation as well. Conversely, we cannot, by law, provide any amount of alcohol to an unlicensed establishment or gathering at which the public is welcome.
Consumer’s Beverages can not sell alcoholic beverages unless a copy of the New York State permit is presented. A copy of the State issued permit/license must be held on file at Consumer’s Beverages.
